What is the Colonial Virtual Program (CVP)?

Colonial Virtual Program is an online learning solution offered by the Colonial Intermediate Unit (CIU20). CVP allows students to attend their local school while taking virtual courses on a part-time to full-time basis. Through partnerships with local schools, our structure allows students to earn a diploma from their local school, participate in school sponsored activities and athletic programs, and attend vocational technical high schools.


Why would a school choose CVP?

The flexibility of our program to accommodate the needs of the school is at the forefront of our program. The variety of vendors and courses offered allows CVP to meet the needs of most schools.  The needs of students taking online courses vary and our program flexibility allows schools to match our services with the individual academic needs.


Who can enroll in courses through CVP?

Schools with an agreement to partner with CVP enroll students with the approval of school personnel. CVP does not enroll students via a parent request; the enrollment information must come from a school liaison.


What equipment is needed to participate in the program?

Any computer with internet access, a web browser, and Microsoft Office (Word, Excel, and Power Point) will work. To defray internet cost, full-time students are provided with an internet stipend by their home district.


What grade levels are serviced through Colonial Virtual Program?

Grades K-12 are serviced through our program.


What vendors are available through CVP?

We use a number of vendors with varying helpful features in order to provide flexibility and support. We work to accommodate diverse student and school needs in order to provide the most effective and useful service possible. Our current vendors are Edgenuity and K12 (Fueleducation).


How do schools/districts enroll students in Colonial Virtual Program?

The designated school liaison determines the courses that a student needs by consulting the student’s transcripts, considering the school district’s graduation requirements, any school guidelines for online courses, and by consulting with a CVP program coordinator when necessary. The school liaison completes the online enrollment form on the CVP website.


What is the cost of courses through Colonial Virtual Program?

Are there credit recovery options available?

Yes, CVP offers credit recovery courses during the school year and/or during the summer.


Is the program accredited?

Yes, courses available through the Colonial Virtual Program are aligned to the PA Core Standards and are taught by PA certified teachers.


How will a student’s progress be reported to districts?

Some vendors will send the appointed school district personnel progress reports by email while others have reporting systems that districts can log-on and monitor grades and progress. Interim reports will be sent to students at the halfway point of each semester-based course (mid-November in the fall and mid-April in the spring) by CVP staff to notify parents, schools, and districts of student progress.


Will Colonial Virtual Program students be prepared for graduation and life after high school?

Colonial Virtual Program embraces the philosophy that online courses should be as rigorous as those taken in school buildings. Most courses are designed to prepare online students for life after graduation. The program guidelines meet standard NCAA eligibility requirements. All credits earned through Colonial Virtual Program will be recorded as part of each high school student’s official school district transcript. Students may receive career and college counseling through their local school district.


How are accommodations for students with IEPs met?

Since students are enrolled in their districts through CVP, it is the district’s responsibility to accommodate students with Individual Education Plans (IEP’s). Schools/districts will ensure that IEPs or Section 504 accommodation plans of students with disabilities are revised prior to placement of any such student in a program that includes online learning as a component and that any IEP or accommodation plan includes such specially-designed instruction, curriculum modifications, adaptations, accommodations, and related services as are necessary to meet the needs of the student in, and are appropriate to, an on-line learning environment.   CVP will consult with schools/districts as requested to assist in determining the appropriateness of IEP or accommodation plan revisions.  To the extent that the student requires direct instruction or services either in the home or in a school setting in addition to or to support on-line learning, the school/district will be entirely responsible for the provision of such services.  Schools/districts will remain the responsible local educational agency (“LEA”) for purposes of complying with the requirements of state and federal law and will be responsible for the on-going development, revision, and monitoring of IEPs and accommodation plans implemented, in whole or in part, in the on-line learning environment and for discharging all other responsibilities of the LEA under law.


What is the role of the Colonial Virtual Program Coordinator? 

Colonial Virtual Program acts as an intermediary between the online vendors, teachers, and schools/districts. CVP will work to serve as an advocate for students and families and to provide current information to school/district staff members. Our primary goal is to make sure each student is making progress and meeting or excelling in their course expectations. We closely monitor student progress and address concerns as they arise by contacting the appropriate party whether it be parent, student, school counselor, online instructor, or other relevant person.


How does CVP support gifted and talented students?

Online courses through CVP can be an exceptional choice for gifted students because they present an opportunity for students to move through course material at an accelerated pace or allow students to attempt more difficult coursework. In addition, CVP offers access to challenging courses and AP courses that may not be available in local schools/districts.


How do schools/districts handle state-standardized tests?

All CVP students are required to take the same state-mandated exams as their peers at their local school/district. This includes PSSAs and Keystone Exams. Typically a representative from the school/district contacts the CVP families to schedule and coordinate a time for students to take the standardized tests. CVP follows up with a gentle reminder to families of the importance to be present for these assessments.


What are the school/district responsibilities in collaborating with CVP?

First, it is important for school districts to appoint two points of contact. CVP needs a central office liaison that can make programmatic decisions regarding the program and a school liaison (guidance counselor) with who CVP may communicate regarding courses and progress.

Other responsibilities include decisions regarding grades, report cards, deadlines, incomplete work, and possible instructional support opportunities for CVP students.
